what is it 76 is a telegraph pole raiser. one guy was digging holes, two others would come behind and put in a bole. they were 18 ft high and the guys would put the pole over the hole , walk to the cross end and use the pol giz to raise the pole.
the most damage done to the poles and lines were the buffalo used them to scratch, being smaller poles they would push over and break the telegraph lines...

So maybe this gizzy was the actual holder for telegraph lines, perhaps in open expanses of land, where buffalo roam. Perhaps this was used to extend fence posts high enough that livestock would not disrupt the lines? Fuck, I don't know man! Looks like Poseidon's sex toy to me.
