Feeny was creepy. I always hated his voice. Another scary one would be Fogerty from the short lived TGIF show, "Baby Talk". Where Tony Danza did the voice of the baby. It was awful but Cecil Fogerty (everyone called him Fogerty) was the most terrifying man I can remember from my Childhood.
