CONGRATULATIONS TO JITTERBUG FOR THE CORRECT GUESS... A CRUISE ANGLE, USED BY A TREE CRUISER.
These devices feature a hole or opening that represents a specific BAF. The wider the opening, the higher the factor will be. A person holds the gauge in their mouth 28 inches distance from their body  and looks through the opening, counting the trees while turning around in a complete circle. Only trees that are wider than the opening are counted. this way the cruiser can get the number of usable trees in an acre.
TODAYS THINGY WAS  USED FROM THE MIDDLE 1700,S TILL THE BEGINNING OF THE 2OTH CENTURY.
TWO DIFFERENT PICS OF THE SAME DEVICE. ONE IS 12 INCHES LONG, THE OTHER 10 INCHES. THE CIRCLE CIRCUMFRENCE OF THE ONE ON TOP IS 3 1/2 INCHES, THE BOTTOM ONE 5 INCHES. USED PRIMARILY IN GOVERMENT SERVICE. BUT THERE WAS SOME USE IN THE "PRIVATE" SECTOR.
