THE MAIN TUBE CAME OUT OF THE WALL AND ATTACHED TO THE   FLANGE ON TOP. IF YOU NOTICE THIS NIPPLE IS ONLY A HALF HOLE. THE BAR THAT TAKES UP THE REST OF THE HOLE WAS PUSHED DOWN AND DISSENGAGED A SPRING DEVICE (WOUND LIKE A CLOCK) AND AS GAS PASSED THROUGH AND OUT OF THE HOLE WHERE THE MEDALLION IS IT CAUSED THE SPRING TO UNWIND.
METER MAN WOULD COME BY, CLAMP THE TUBE AT THE TOP. THEN HE REMOVED THE HOSE GOING  IN, THIS CASE AN APPARTMENT OR OFFICE, INSERT A KEY DEVICE THAT FIT OVER THE NIPPLE IN THE HOLE AND REWOUND THE SPRING. THERE WAS A MECHANICAL  DEVICE CONNECTED TO THE KEY
THAT GAUGED THE NUMBER OF TURNS  IT TOOK TO WIND TIGHT. THEN THEY SENT YOU A BILL.
TODAYS GIZZMO WAS USED IN EUROPE MAINLY IN THE 16TH AND 17TH CENTURY. IT WAS15 INCHES FROM SIDE TO SIDE AND WHEN OPENED ALL THE WAY THE SPIKES WERE ABOUT 10 INCHES APART.
