Medical marijuana bill will likely allow growing

WASHINGTON - D.C. lawmakers are discussing adding a provision to a medical marijuana bill that would allow authorized users to grow the plants for their personal use.

D.C. voters approved the creation of a medical marijuana law in 1998, but Congress had blocked it until recently. Council member Phil Mendelson, who chairs a committee with oversight over the bill, said Tuesday that a so-called "home cultivation" provision was being discussed. Mendelson's committee and another with oversight over the bill could recommend language for the full council to adopt as early as next week.

Of the 14 states allow medical marijuana, 13 states currently allow so-called "home cultivation." Most states allow people to cultivate five to six plants, said National Organization for the Reform of Marijuana Laws executive director Allen St. Pierre.
