CONGRATULATIONS ,AGAIN, TO AMY FOR THE FIRST (AND ONLY) CORRECT ANSWER...
A COW TAIL CLAMP. THERE WAS AN UNUSUALLY HIGH INCIDENCE OF EYE INJURY WITHIN THE FARMING AND DAIRY INDUSTRIES WITH PEOPLE GETTING HIT WITH THE TAIL. THE CLAMP END RECEIVED THE COWS TAIL IN THE SMALL CIRCLE OF THE CLAMP AND THEN THE LARGE CFIRCLE WENT ON THE COWS LEG AT THE SIDE THE MILKER SAT. IF THE COW PULLED THE CLAMP OFF ITS LEG  SHE HAD TO PULL AWAY FROM THE MILKER. THIS GAVE THEM A CHANCE TO DUCK.
TO DAYS GIZZ IS 10 INCHES LONG, AND 5 INCHES WIDE, CIRCA 1915 AND HAD TWO SIMILAR USES.

WHAT IS IT ??
